Ranks use the unrounded EIA value; states equal to two decimals share a rank (T-). Rank by bill: 1 = lowest average monthly bill. Select a column heading to re-sort the table.

How to read these rates

All-in average

Each utility’s rate is its residential revenue divided by the kWh it sold, so fixed charges and seasonal tiers are folded in. It is close to what an average bill works out to per kWh.

Three kinds of provider

Full-service utilities sell supply and delivery together. In retail-choice states, energy suppliers sell supply only and delivery utilities bill for the wires, so add the two.

Your bill

Enter your monthly kWh in the estimator. For the closest number, divide your last bill’s total by its kWh and use that rate.
